to move it. Most important thing is to make sure you get a good big root ball. If the shrub is 3 ft around, then I would start digging at the drip line. I don't know how deep their roots grow, but you should probably be planning on about a foot-and-a-half. When you plant it in its new hole, just make sure you tamp it down firmly (but not too hard) and keep it well watered for the fiorst few weeks until it gets settled in. Anytime now would be good, as long as your soil is thawed and dry.
