relaxed roman blinds

I would like to sew a relaxed roman blind for a window 48" W x 36"L.
The material is micro suede and I need input as to whether I should line it.
Also, do you think it would look alright to put the blind over the outside of the
windows and have 1 1/2 inch blinds underneath? I would be leaving the roman blind
up!   Any suggestions would be greatly appreciated..

We're not sewing experts... Nonetheless, style editor Michael Penney thought that lining the roman blind would be a great idea.  This will control light and give some structure and weight to the blind.  He wouldn't recommend putting the blind behind because you'll have coverage from your lining.  If you are concerned about the windows of your house looking uniform from the outside and that's why you're considering the blind, just line the roman in a cream or white, or whatever the other blinds in the house are.  Hanging the roman inside the window frame or outside are both acceptable and look great either way.  Hope that helps!
