This site shows the blinds made with dowels at the fold points. I have made them without the dowels, just cut the fabric the length you want plus your hem (allow for a wooden strip at the bottom) and the amount that you want to finish off the top. Place the rings as shown, just stitching them through the two layers of fabric.
Hopefully this won't be too confusing for you! If I find a better site, I'll add it later!
