Adding soil to existing perennial beds

I have several perennials planted and want to raise the level of the soil in my beds to give them more of a sloped appearance. Can this be done now as the plants are starting to come up or should I wait until the fall when they are going dormant for the winter? I assume I will have to lift the plants as I will need to raise the level of the soil about 4-6 inches.

You can do it in spring wihtout much problem. Just make sure you wait until the soil is thawed and dry enough to be walking on, then lift your plants, taking lots of soil around them, put in your soil and replant. You can put the plants into pots temporarily or into plastic bags.
