Yes, keep it inside when it starts to get cold in the late fall.   Don't let it stay outside when it's below 5 degrees.  I kept one in the garage a few years back and it didn't survive because the garage got too cold.

so should i bring it into the house for the winter?

It goes through a dormant period where it doesn't require any watering and from my experience it's about November up to March/April.  It will not survive under 5 degrees celcius, I do not water it during this time and keep it in the dark, it pretty much looks dead but in the spring it comes back to life. I have kept mine in a pot the whole time, but I have seen people on my street plant it into their front gardens in the spring and then dig it up to put into a pot for the winter. Check out my facebook photo page on my Brugmansia rebirth:http://www.facebook.com/album.php?aid=217540&id=532525800If you can't get into the link, let me know.

It looks like a Brugmansia plant to me, another name being Angel Trumpet.
