Daffy Daffodils

Last year I planted 45 daffodils and about 30 tulips in a part shade garden. I was worried about the tulips which prefer full sun. What has happened is that the tulips are thriving (and then the rabbits are eating them!) but the daffodils seem to have stunted. Of the 45 I planted, about 10 started to sprout in March but have since stunted at about 1 inch. Only two have come out completely and they are in another garden which is almost full shade. I planted both the daffodils and tulips with bone meal last fall. Can anyone help me understand what is going on?
