The rule of thumb for haning prints or paintings is that your eye should be in direct line with the centre of the print - but if you're like me (short), you're okay to put it up an inch or so. You should also note that if you have a print with a large or decorative frame, to be sure nobody will bump their heads on it if there's a seat under it. :-)
As for chandeliers....A chandelier should be approximately 3 feet from the top of your table to the base of the fixture. You should be able to see it, but at the same time it should not impeded your vision and stick out like a sore thumb. However, if you have higher ceilings
you may wish to add a couple of inches to the distance from the tabletop.
