Heated floor problem

We have had our bathroom heated floor installed for about a year and a half.  Recently it stopped working.  We had the electrician over, and he replaced the thermostat.  It still didn't work and now he is saying there is something wrong with the wires beneath the tiled floor.  Oh No!  My worst nightmare.  The flooring people are coming over to test it tonight.  

Has anyone else had this problem?  Who is liable?  The electrician says the flooring installers who put down the wires made an error somewhere and probably one of the wires has been squeezed and has broken.

I would like to do our basement floor with this and hope that it is just a break in the line between the floor and the thermostat. Perish the thought of it being under the floor although your floor area may not be that big. It scares me to think that could happen to my basement floor.
