Insulating drafty fireplace

I ahave a fireplace in the basement with one of those ugly silver metal chimneys. Its really drafty, although the flute is closed. We never use it and I wanted to insulate it some how. I was thinking of covering the top of the stack with a garbage bag and maybe stuffing some insulation up the flute and then closing it again. Im not sure if this is the right thing to do. Anyone have any ideas?
