I left about 1/2 inch of soil over the rhizomes when I moved some of mine to the back in fall one year, and that worked out. The rain over winter washed it off, so they were at the proper surface level in spring. I'm not sure if they are planted deeper back east, but on the surface works out here.

Pearl,
I have irises in my yard. Although I didn't plant them but I noticed that the rhizomes are almost on the surface. They are blooming very nice every year.
Here is the reference I found on the net, that describes the procedure:

Hope it helps...

I tried using cayenne pepper this year...I have my fingers crossed...but our big mistake was leaving some bulb wrappers laying around....BAD IDEA....so important to clean up the area after your done :)

Oh thanks for the reminder, I will add some blood meal to the soil when I plant the bulbs in hopes it deters them. Thanks for the info.

yes, the whole bulb is planted under the soil...the ideal depth is usually based on the size of the bulb.

we just finished planting some daffodils bulbs (2" diameter) and they wanted to be about 6" deep, crocus bulbs (1" diameter) only needed about 3" deep

when i did a quick search i saw 4" for iris...but i think i also remember my nan telling me the general rule is about 3 x the diameter of the bulb...which makes sense according to the instructions on the bulbs we planted :D

good luck with squirrels..they are going crazy trying to dig up ours...i have to stop thinking about it or i get so infuriated when i get home and see all this digging in the bed...grrrr!!
