A post made in November regarding a Tornjak at a shelter near you?

We think he's in a different shelter now. "We" are members of a Newfoundland Dog forum and are desparately trying to find this boy's breeder, original owner, or even a new home.
He's a very very rare breed in the US and in Canada. He IS microchipped but the chip can't be read by the shelter. It's probably on a different frequency than the ones used in the US and Canada. It's a European chip.
The Croatian Tornjak Club has been contacted (their country of origin), the only owner of an intact Tornjack female in the US has been contacted, the TV stations are doing a story on him, the Newspapers have been contacted, and we're really working hard to figure out how such a rare dog could end up in two shelters in two months in the same area!!
We think, 2blues, that your neighbor and her daughter saw him in the first shelter, since it was in November......a full month prior to the current shelter taking him in.
How did he get to the first shelter? Where was he during the month in-between? How did he end up in the second shelter? Where did this rare dog come from? Somebody HAD to bring him in from Europe, but why would they dump such a valuable animal? Or is he lost and his owners are looking for him???
Any help that you or anyone can give to figure out this mystery would be very much appreciated!!
