New House - Forced Air or Electric Baseboard Heat for 2nd Floor?

I am currently having a house built from a developer and the house comes standard with forced-air heating on the main and in the basement however, has electric base-board heat on the second level where the master bedroom, office and main bath will be. I was wondering if it would be worth the upgrade to go forced air on the second floor or if a lot of the heat will radiate up to the second floor of the house and the electric will just supplement the heat by a few degrees?
Any suggestions would help... I think the upgrade is close to 4-5grand and the house is in a coastal city (Vancouver) so the temp rarely gets to freezing in winter.
