I have a large Norway Maple on my small front yard. Virtually anything I try to plant in my raised garden plot gets choked out by the maple's incidious surface root system. I try and dig out root material in order to give the plantings a fair chance - but the roots fill back in in no time. Other than sinking rigid pots into the garden plots - any advice as to how I can deal with the roots and introduce a little interest into my front yard?

Read this article. You have Dry Shade. There is a list of native plants that might work, although your tree is not native, so not sure.

You may be better to just get rid of the tree as it sounds like they are trouble.
