about what kind of rose they are? you say they're shrub roses -- are they called "rugosa" or just "rosa"? or hybrid or "English Roses"? what does it say about when they bloom? usually, you should fertilize with high-phosphorus fertilizer (you can use a special rose one if you like) during the flowering season to encourage them to flower. This is also a good first fertilizer when you have first planted them becasue it encourages root growth.
Where you are will suggest what you should do with them in winter. Generally, you should cover the crown of the plant well (I usually mound up compost aorund it) and then give it some wind protection by putting something like a burlap surround that you have packed with dead leaves. Then in spring you just remove all that, and prune the dead bits off, down to an outward facing bud.
