Shrub Trimming

I have a mock orange and 2 burning bush shrubs that have gotten away on me. They are way to tall and I need to cut them back. Need to know when is the best time to do this? I know I can cut the mock orange down to a few inches left above ground and they will come back fuller and nice. Not sure about the burning bushes though.
Any help will be greatly appreciated.

This article suggests that you can prune burning bush anytime. http://www.donnan.com/when-to-prune.htm Most articles indicate that spring flowering shrubs like the mock orange are best pruned before July, however, e.g. after the spring flowers fade.
