has anyone seen instructions on what i think is called a reverse blind?

This is where the fabric puddles on the window sill and is pulled from the bottom up. (kind of like a roman blind only upside down). It's so that you can have privacy and yet still get light in from the top. I believe marine hardware is used to pull the fabric up.

Blinds are good to block out the neighbours but I want more light.
